AI EU & country situation and players

What is the status in different countries?

The AI situation in different EU countries is very different and is progressing rapidly. We may call it the AI European “ecosystem in the making approach”.

In the following, we will introduce 3 different ways to research and compare data about the situation in different EU countries:

• SPECIFIC DATA ON AI FROM THE EU: The AI Watch online report presents information on all EU Member States' national AI strategies in a structured and comprehensive way to support the implementation of the Coordinated Plan on AI. https://knowledge4policy.ec.europa.eu/ai-watch/national-strategies-artificial-intelligence_en

• SPECIFIC DATA ON AI FROM THE WORLD: OECD AI policy observatory. Live repository of over 700 AI policy initiatives from 60 countries, territories, and the EU. Click on a country/territory, a policy instrument or a group targeted by the policy. https://oecd.ai/en/dashboards

• GENERAL ABOUT DIGITAL PERFORMANCE IN THE EU: The Digital Economy and Society Index (DESI) summarises indicators on Europe’s digital performance and tracks the progress of EU countries: https://digital-strategy.ec.europa.eu/en/policies/desi

Specific data on AI from the EU: AI watch

• The AI Watch online report presents information on all EU Member States' national AI strategies in a structured and comprehensive way to support the implementation of the Coordinated Plan on AI.
The report is available at: https://knowledge4policy.ec.europa.eu/ai-watch/national-strategies-artificial-intelligence_en

• The review of national strategies is one of the tasks of AI Watch launched by the European Commission. Building on the 2020 AI Watch review of national strategies, this report presents an updated review of national AI strategies from the EU Member States, Norway and Switzerland.

• National strategies on Artificial Intelligence: A European perspective, 2021 edition:
A European-centred approach to AI is essential to make the most of the opportunities from this transformation and to address its challenges. The recently published 2021 review of the Coordinated Plan on AI sets concrete proposals and recommendations for further joint actions between the EU and Member States in order to strengthen EU’s competitiveness in the global AI landscape.

EU is an “ecosystem in the making”: A total of 19 Member States (Spain and Poland, in December 2020), plus Norway have adopted strategies. Some Member States (e.g.: Finland, Cyprus, and Germany), have already updated and reviewed their initial strategies.

General data about digital performance in the EU: The Digital Economy and Society Index (DESI)

Digitaalitalouden ja -yhteiskunnan indeksi (DESI) 2021. https://digital-strategy.ec.europa.eu/en/policies/desi.

  • The Digital Economy and Society Index (DESI) esittää yhteenvedon Euroopan digitaalisen suorituskyvyn indikaattoreista ja seuraa EU-maiden edistymistä: https://digital-strategy.ec.europa.eu/en/policies/desi.
  • Euroopan komissio on seurannut jäsenvaltioiden edistymistä digitaalisessa toiminnassa vuodesta 2014 lähtien DESI-raporttien (Digital Economy and Society Index) avulla. DESI sisältää joka vuosi maakohtaisia profiileja, jotka auttavat jäsenvaltioita määrittelemään ensisijaisia toimia edellyttävät alat, sekä temaattisia lukuja, jotka tarjoavat Euroopan tason analyysin digitaalisuuden avainalueista, mikä on olennaista poliittisten päätösten tueksi.
  •  DESI 2021 -raportit perustuvat pääasiassa vuoden 2020 tietoihin, ja niissä esitellään digitaalisen talouden ja yhteiskunnan tilaa pandemian ensimmäisenä vuonna. DESI 2021 -raportteja on mukautettu siten, että niissä otetaan huomioon kaksi merkittävää poliittista aloitetta, joilla on tarkoitus vaikuttaa EU:n digitaaliseen muutokseen tulevina vuosina: elvytys- ja sietokykyrahasto (Recovery and Resilience Facility, RRF) ja digitaalisen vuosikymmenen kompassi.
